Add translation infrastructure move all Russian content to 'ru'
subdirectory and make it default.
hugo support 2 schemes:
- named based translation naming i.e. about.en.md
- directory based translation name i.e. en/abount.md
Use directory based, as it's more convenient.

Let's wrap the text up on the 80-char column since it's visually very hard
to track changes in the long lines. 80-char must be enough and has got to
be a de-facto standard in the Linux-related projects.

First of all the using the slang word "hardware" in Russian is
inappropriate. Secondly the project is dedicated not only for the Russian
hardware but for any specialized device, which support couldn't be sent
upstream for some reason. Finally the project might be useful not only for
the IP-core or electronic device manufacturer, but also for the OS
distribution vendors. Let's add all of that to the LANDAU Linux main page.
