This reverts commit b48a0a0a76ccecec60f0568e2af4d89994b08bec, which
wrongfully added the MXC and MMCX power domains on Eliza.

Even though they are indeed available in cmd-db, which has been the source
of information for adding these two, at hardware level they are not
actually wired up. Therefore they need to be dropped.

MXC and MMCX were initially omitted as they were believed to have no
consumers, and they were not present downstream either.

The Iris video codec requires these power domains, so add MXC and MMCX
along with the MXC_AO and MMCX_AO.

Various names for Qualcomm as a company are used in user-visible config
options: QCOM, Qualcomm and Qualcomm Technologies.  Switch to unified
"Qualcomm" so it will be easier for users to identify the options when
for example running menuconfig.

Add RPMh Power Domains support for the Eliza platform. The list of power
domains is taken from downstream. Even though the cmd-db does list MMCX
and MXC, they are not used, so they should not be describe.
