IP tunnel devices derive their advertised needed_headroom from lower
output devices. A stack of user-created devices can make the derived
value larger than the 16-bit skb header offsets can represent. Once IP
output reserves it, skb head expansion can wrap those offsets.

The runtime transmit path already caps a growing needed_headroom at 512.
Apply the same cap when tunnel configuration publishes needed_headroom
derived from a lower output device.

Capping the advertised value is safe: IP tunnel transmit still expands
the skb when a packet needs more headroom. A nonsensical stacked
configuration can therefore incur an extra reallocation, but it cannot
publish an unbounded reservation to upper layers.

ip_tunnel_xmit() runs locklessly (dev->lltx == true).

ipgre_err() and ipip_err() also run locklessly.

We need to add READ_ONCE() and WRITE_ONCE() annotations
around t->err_count and t->err_time.

Inspired by yet another syzbot report.

IPv6 tunnels call netdev_lockdep_set_classes() for each tunnel type,
while IPv4 currently centralizes netdev_lockdep_set_classes() call from
ip_tunnel_init().

Make ip_tunnel_init() a macro, so that we have different lockdep
classes per tunnel type.

Similarly to ipv4 tunnel, ipv6 version updates dev->needed_headroom, too.
While ipv4 tunnel headroom adjustment growth was limited in
commit 5ae1e9922bbd ("net: ip_tunnel: prevent perpetual headroom growth"),
ipv6 tunnel yet increases the headroom without any ceiling.

Reflect ipv4 tunnel headroom adjustment limit on ipv6 version.

and wrote local Arista-specific patch and a reproducer.

iptunnel_xmit() erases the contents of the SKB control block. In order to
be able to set particular IPCB flags on the SKB, add a corresponding
parameter, and propagate it to udp_tunnel_xmit_skb() as well.

In one of the following patches, VXLAN driver will use this facility to
mark packets as subject to IP multicast routing.

Use of strcpy is decpreated, replaces the use of strcpy with strscpy as
recommended.

strscpy was chosen as it requires a NUL terminated non-padded string,
which is the case here.

I am aware there is an explicit bounds check above the second instance,
however using strscpy protects against buffer overflows in any future
code, and there is no good reason I can see to not use it.

I have also replaced the scrscpy above that had 3 params with the
version using 2 params. These are functionally equivalent, but it is
cleaner to have both using 2 params.

ip_tunnel_delete_nets() iterates the dying netns list and performs the
same operations for each.

Let's export ip_tunnel_destroy() as ip_tunnel_delete_net() and call it
from ->exit_rtnl().

Move the more esoteric helpers for netdev instance lock to
a dedicated header. This avoids growing netdevice.h to infinity
and makes rebuilding the kernel much faster (after touching
the header with the helpers).

The main netdev_lock() / netdev_unlock() functions are used
in static inlines in netdevice.h and will probably be used
most commonly, so keep them in netdevice.h.
