drm/xe: Export xe_ttm_bo_purge()
Remove the static qualifier from xe_ttm_bo_purge() and add its
prototype to xe_bo.h. This allows the function to be called
from other parts of the driver outside of xe_bo.c, specifically
needed for the memory page offline feature.
