staging: rtl8723bs: rename mBratesOS to avoid CamelCase
Fix checkpatch.pl warning regarding the use of CamelCase:
CHECK: Avoid CamelCase: <mBratesOS>
Rename it to basic_rates, which describes the content of the
variable, rather than keeping the Hungarian notation prefixes.
