tpm-buf: Merge TPM_BUF_BOUNDARY_ERROR and TPM_BUF_OVERFLOW
Merge TPM_BUF_BOUNDARY_ERROR and TPM_BUF_OVERFLOW flags into
the TPM_BUF_INVALID flag, as their behavior is identical (the only
difference being the associated log messages).
