When a batched RTM_NEWACTION request replaces an existing action,
tcf_idr_check_alloc() takes a temporary reference on it. If a later
action fails to initialize, tcf_action_destroy() uses strict release
semantics to clean up the actions initialized so far. For an action
bound to a filter, the strict check returns -EPERM without dropping
the temporary reference.
This error also makes tcf_action_destroy() return before releasing
subsequent entries. Any new action initialized between the bound
action and the failing entry is leaked together with its reserved
IDR slot, preventing reuse of its index.
Use tcf_idr_release() to drop each reference held by the batch without
rejecting bound actions. This allows cleanup to continue through all
initialized entries and preserves the module reference release when
an action is destroyed. Explicit action deletion and flushing retain
their separate bind-count checks.

tcf_reoffload_del_notify_msg() sizes the RTM_DELACTION skb with
tcf_action_fill_size(action) alone. Unlike every other notification path
it never wraps that in tcf_action_full_attrs_size(), so the nlmsg_put()
header, struct tcamsg and the TCA_ACT_TAB nest that tca_get_fill() emits -
24 bytes on x86_64 - are not budgeted. As long as the single action stays
well under NLMSG_GOODSIZE the floor in alloc_skb() hides this, but once its
fill size crosses NLMSG_GOODSIZE the allocation is exactly 24 bytes short
and tca_get_fill() runs out of tailroom. That is now easy to reach for an
offloadable act_pedit with a large tcfp_nkeys, which commit 8e2efb3f45a5
("net/sched: add get_fill_size callbacks for actions missing them") started
accounting for properly.
When that happens tcf_reoffload_del_notify() returns early, before
tcf_idr_release_unsafe(), and tcf_action_reoffload_cb() discards the return
value:

The action has just lost its last hardware instance and is skip_sw, so it
is left installed while processing no packets, and with no notification to
tell userspace about it. An -ENOBUFS from alloc_skb() gets the same
treatment.
Fix this by budgeting the message header the way the add and delete paths
do, and release the action even when the notification cannot be built -
dropping the notification is strictly better than leaking a dead action,
and there is no caller left to report the error to.

tca_action_gd() already walks every requested action and accumulates
attr_size += tcf_action_fill_size(act), then wraps the result in
tcf_action_full_attrs_size(). For RTM_DELACTION that value is handed to
tcf_del_notify_msg(), which allocates max(attr_size, NLMSG_GOODSIZE). For
RTM_GETACTION it is silently discarded and tcf_get_notify() allocates a
fixed NLMSG_GOODSIZE skb instead.
Any action whose dump exceeds that fixed budget therefore cannot be read
back. For example, act_pedit overruns the budget with 32 actions of four
munge keys each, act_police with 32 policers once the optional
rate/peakrate/result/avrate attributes are present
Fix this by passing attr_size through and allocate the reply the way the
add and delete paths do.
Note on exposure: RTM_GETACTION is the only one of the three action
commands that is not capability checked - tc_ctl_action() requires
CAP_NET_ADMIN for RTM_NEWACTION and RTM_DELACTION only - so this turns a
fixed NLMSG_GOODSIZE reply into a user sized allocation on an
unprivileged path. It is bounded by TCA_ACT_MAX_PRIO actions per
request, and tca_action_gd() does not reject duplicate indices, so a
single large action can be requested 32 times; an act_bpf program near
BPF_MAXINSNS is about 32KB of dump, or roughly 1MB for one request.
Creating such an action still requires CAP_NET_ADMIN, and the add and
delete paths have sized their skbs this way since the Fixes commit.
Should this ever need bounding, GFP_KERNEL_ACCOUNT would charge the
reply to the caller's memcg.

tcf_action_shared_attrs_size() is supposed to return an upper bound on the
netlink attributes every action dump emits outside of TCA_ACT_OPTIONS, so
that tcf_add_notify_msg(), tcf_del_notify_msg() and friends can allocate
an skb large enough for the reply. It has fallen behind the dump path and
is now an underestimate for every single action.
Attributes, such as, TCA_ACT_IN_HW_COUNT and TCA_STATS_BASIC_HW are
emitted unconditionally and never accounted for. TCA_STATS_PKT64,
TCA_ACT_USED_HW_STATS, TCA_STATS_RATE_EST, TCA_STATS_RATE_EST64 require
specific conditions, but are also not accounted for.
Fix the issue by budgeting all of them so that we have a legitimate
upper bound. Even tough for of them require specific conditions, they
are cheap so, to avoid overcomplicating, we opted to account for them
unconditionally as well to account for a real worst case scenario.

Several tc actions - act_police, act_bpf, act_pedit, act_ife, act_sample,
act_ct, act_ctinfo and act_tunnel_key among them - provide no
get_fill_size() callback, so tcf_action_fill_size() falls back to
tcf_action_shared_attrs_size() which does not account for the
action-specific netlink attributes emitted inside TCA_ACT_OPTIONS by
their dump functions.
When an RTM_NEWACTION request with NLM_F_ECHO (or an RTNLGRP_TC
listener) creates several actions, tcf_add_notify_msg() allocates the
echo skb from this underestimated size. When this happens, the act_api
code fails to add all of the fields to the netlink message and, thus,
fails to send it. Issue is that, when that happens, this failure doesn't
stop the action instances from being added. So any user watching these
events will be under the false impression that no actions were created at
all.
For example, act_pedit overruns with 32 actions of four munge keys each,
act_police with 32 policers once the optional rate/peakrate/result/avrate
attributes are present.
To fix this, add the missing get_fill_size callbacks returning the
worst-case size of each action's dump attributes, following the pattern
used by act_gact/act_skbedit/act_vlan. Also widen the TCA_GACT_TM
accounting in tcf_action_shared_attrs_size() to nla_total_size_64bit(),
since actions dump their tcf_t with nla_put_64bit(), which may be
preceded by an NLA_PAD attribute.
Note: We only provided fixes for the actions we reproduced this bug with
as of today. We can send a separate hardening patch for the remaining
actions to net-next later. The other pre-existing issues, pointed out by
Clashiko [1], will be fixed in upcoming patches.

tcf_action_exec() handles TC_ACT_GOTO_CHAIN by first checking
rcu_access_pointer(a->goto_chain) and then calling
tcf_action_goto_chain_exec(), which does a second, independent
rcu_dereference_bh(a->goto_chain) read and immediately dereferences
chain->filter_chain. A concurrent tcf_action_set_ctrlact() (e.g. the gact
replace path) can clear a->goto_chain between the two reads, so the second
read returns NULL and tcf_action_goto_chain_exec() dereferences NULL.
Fix the race by doing a single rcu_dereference_bh() read of a->goto_chain
in tcf_action_exec(), checking it once for NULL, and passing the resulting
chain pointer into tcf_action_goto_chain_exec(). This turns the split
check/use into a single check/use on one value.

There is a TOCTOU race condition in flower lockless approach between sizing
a flow_rule buffer and filling it.
zdi-disclosures@trendmicro.com reports:
The cls_flower classifier operates with TCF_PROTO_OPS_DOIT_UNLOCKED
(fl_change runs without RTNL), while RTM_NEWACTION holds RTNL, so the
independent locking domains make the race reachable in practice. KASAN
confirms:

Note: The result is a heap OOB write attacker-controlled content into the
adjacent slab object (requires CAP_NET_ADMIN).
The fix introduces reading tcfp_nkeys under act->tcfa_lock in all places
using a new tcf_pedit_nkeys_locked() which replaces the old tcf_pedit_nkeys().
Additionally we close the remaining TOCTOU window between the sizing read and
the fill reads by more careful accounting.
Rather than silently truncating the key count, which leads to incorrect
action semantics offloaded to hardware and secondary OOB writes if
the remaining capacity is zero or consumed by prior actions, we enforce
remaining capacity checks and return -ENOSPC if the required space exceeds
the remaining capacity.

When NEWTFILTER and DELFILTER are run concurrently it is possible to create a
race with an associated action.
Let's illustrate with CPU0 running NEWTFILTER and CPU1 running DELFILTER:

This patch fixes the race condition between NEWTFILTER and DELFILTER by
adding struct rcu_head to tc_action used in the deferral and introducing a
call_rcu() in the delete path to defer the final kfree().
Note: this is a revert of commit d7fb60b9cafb ("net_sched: get rid of tcfa_rcu")
but also modernization/simplification to directly use kfree_rcu().
Let's illustrate the new restored code path:

After CPU1 calls idr_remove(), the object is no longer reachable through the IDR.
CPU0's subsequent idr_find() will return NULL, and even if it still held a
stale pointer, the immediate kfree() is now deferred until after the RCU grace
period, so no UAF can occur.

This was done entirely with mindless brute force, using
git grep -l '\<k[vmz]*alloc_objs*(.*, GFP_KERNEL)' |
xargs sed -i 's/\(alloc_objs*(.*\), GFP_KERNEL)/\1)/'
to convert the new alloc_obj() users that had a simple GFP_KERNEL
argument to just drop that argument.
Note that due to the extreme simplicity of the scripting, any slightly
more complex cases spread over multiple lines would not be triggered:
they definitely exist, but this covers the vast bulk of the cases, and
the resulting diff is also then easier to check automatically.
For the same reason the 'flex' versions will be done as a separate
conversion.

This is the result of running the Coccinelle script from
scripts/coccinelle/api/kmalloc_objs.cocci. The script is designed to
avoid scalar types (which need careful case-by-case checking), and
instead replace kmalloc-family calls that allocate struct or union
object instances:
Single allocations: kmalloc(sizeof(TYPE), ...)
are replaced with: kmalloc_obj(TYPE, ...)
Array allocations: kmalloc_array(COUNT, sizeof(TYPE), ...)
are replaced with: kmalloc_objs(TYPE, COUNT, ...)
Flex array allocations: kmalloc(struct_size(PTR, FAM, COUNT), ...)
are replaced with: kmalloc_flex(*PTR, FAM, COUNT, ...)
(where TYPE may also be *VAR)
The resulting allocations no longer return "void *", instead returning
"TYPE *".

syzbot reported a crash in tc_act_in_hw() during netns teardown where
tcf_idrinfo_destroy() passed an ERR_PTR(-EBUSY) value as a tc_action
pointer, leading to an invalid dereference.
Guard against ERR_PTR entries when iterating the action IDR so teardown
does not call tc_act_in_hw() on an error pointer.

tcfa_qstats is currently only used to hold drops and overlimits counters.
tcf_action_inc_drop_qstats() and tcf_action_inc_overlimit_qstats()
currently acquire a->tcfa_lock to increment these counters.
Switch to two atomic_t to get lock-free accounting.

tc_action_net_exit() got an rtnl exclusion in commit
a159d3c4b829 ("net_sched: acquire RTNL in tc_action_net_exit()")
Since then, commit 16af6067392c ("net: sched: implement reference
counted action release") made this RTNL exclusion obsolete for
most cases.
Only tcf_action_offload_del() might still require it.
Move the rtnl locking into tcf_idrinfo_destroy() when
an offload action is found.
Most netns do not have actions, yet deleting them is adding a lot
of pressure on RTNL, which is for many the most contended mutex
in the kernel.
We are moving to a per-netns 'rtnl', so tc_action_net_exit()
will not be able to grab 'rtnl' a single time for a batch of netns.
Before the patch:

While developing the fix for the buffer sizing issue in [0], I noticed
that the kernel will happily accept a long list of actions for a filter,
and then just silently truncate that list down to a maximum of 32
actions.
That seems less than ideal, so this patch changes the action parsing to
return an error message and refuse to create the filter in this case.
This results in an error like:

Error: Only 32 actions supported per filter.
We have an error talking to the kernel
Instead of just creating a filter with 32 actions and dropping the last
one.
This is obviously a change in UAPI. But seeing as creating more than 32
filters has never actually *worked*, it seems that returning an explicit
error is better, and any use cases that get broken by this were already
broken just in more subtle ways.

This isn't used outside act_api.c, but is called by tcf_dump_walker()
prior to its definition. So move it upwards and make it static.
Simultaneously, reorder the variable declarations so that they follow
the networking "reverse Christmas tree" coding style.

tcf_action_init() has logic for checking mismatches between action and
filter offload flags (skip_sw/skip_hw). AFAIU, this is intended to run
on the transition between the new tc_act_bind(flags) returning true (aka
now gets bound to classifier) and tc_act_bind(act->tcfa_flags) returning
false (aka action was not bound to classifier before). Otherwise, the
check is skipped.
For the case where an action is not standalone, but rather it was
created by a classifier and is bound to it, tcf_action_init() skips the
check entirely, and this means it allows mismatched flags to occur.
Taking the matchall classifier code path as an example (with mirred as
an action), the reason is the following:

When invoked from tcf_exts_validate_ex() like matchall does (but other
classifiers validate their extensions as well), tcf_action_init() runs
in a call path where "flags" always contains TCA_ACT_FLAGS_BIND (set by
line 4). So line 12 is always true, and line 13 is always true as well.
No transition ever takes place, and the check is skipped.
The code was added in this form in commit c86e0209dc77 ("flow_offload:
validate flags of filter and actions"), but I'm attributing the blame
even earlier in that series, to when TCA_ACT_FLAGS_SKIP_HW and
TCA_ACT_FLAGS_SKIP_SW were added to the UAPI.
Following the development process of this change, the check did not
always exist in this form. A change took place between v3 [1] and v4 [2],
AFAIU due to review feedback that it doesn't make sense for action flags
to be different than classifier flags. I think I agree with that
feedback, but it was translated into code that omits enforcing this for
"classic" actions created at the same time with the filters themselves.
There are 3 more important cases to discuss. First there is this command:
$ tc qdisc add dev eth0 clasct
$ tc filter add dev eth0 ingress matchall skip_sw \
action mirred ingress mirror dev eth1
which should be allowed, because prior to the concept of dedicated
action flags, it used to work and it used to mean the action inherited
the skip_sw/skip_hw flags from the classifier. It's not a mismatch.
Then we have this command:
$ tc qdisc add dev eth0 clasct
$ tc filter add dev eth0 ingress matchall skip_sw \
action mirred ingress mirror dev eth1 skip_hw
where there is a mismatch and it should be rejected.
Finally, we have:
$ tc qdisc add dev eth0 clasct
$ tc filter add dev eth0 ingress matchall skip_sw \
action mirred ingress mirror dev eth1 skip_sw
where the offload flags coincide, and this should be treated the same as
the first command based on inheritance, and accepted.

We will remove rtnl_register() in favour of rtnl_register_many().
When it succeeds, rtnl_register_many() guarantees all rtnetlink types
in the passed array are supported, and there is no chance that a part
of message types is not supported.
Let's use rtnl_register_many() instead.

syzbot found hanging tasks waiting on rtnl_lock [1]
A reproducer is available in the syzbot bug.
When a request to add multiple actions with the same index is sent, the
second request will block forever on the first request. This holds
rtnl_lock, and causes tasks to hang.
Return -EAGAIN to prevent infinite looping, while keeping documented
behavior.

The cls_,sch_,act_ modules may be loaded lazily during network
configuration but without user's awareness and control.
Switch the lazy loading from canonical module names to a module alias.
This allows finer control over lazy loading, the precedent from
commit 7f78e0351394 ("fs: Limit sys_mount to only request filesystem
modules.") explains it already:
Using aliases means user space can control the policy of which
filesystem^W net/sched modules are auto-loaded by editing
/etc/modprobe.d/*.conf with blacklist and alias directives.
Allowing simple, safe, well understood work-arounds to known
problematic software.
By default, nothing changes. However, if a specific module is
blacklisted (its canonical name), it won't be modprobe'd when requested
under its alias (i.e. kernel auto-loading). It would appear as if the
given module was unknown.
The module can still be loaded under its canonical name, which is an
explicit (privileged) user action.

Bound actions always return '0' and as of today we rely on '0'
being returned in order to properly skip bound actions in
tcf_idr_insert_many. In order to further improve maintainability,
introduce the ACT_P_BOUND return code.
Actions are updated to return 'ACT_P_BOUND' instead of plain '0'.
tcf_idr_insert_many is then updated to check for 'ACT_P_BOUND'.

Move drop_reason from struct tcf_result to skb cb - more specifically to
struct tc_skb_cb. With that, we'll be able to also set the drop reason for
the remaining qdiscs (aside from clsact) that do not have access to
tcf_result when time comes to set the skb drop reason.

tcf_idr_insert_many will replace the allocated -EBUSY pointer in
tcf_idr_check_alloc with the real action pointer, exposing it
to all operations. This operation is only needed when the action pointer
is created (ACT_P_CREATED). For actions which are bound to (returned 0),
the pointer already resides in the idr making such operation a nop.
Even though it's a nop, it's still not a cheap operation as internally
the idr code walks the idr and then does a replace on the appropriate slot.
So if the action was bound, better skip the idr replace entirely.

Instead of relying only on the idrinfo->lock mutex for
bind/alloc logic, rely on a combination of rcu + mutex + atomics
to better scale the case where multiple rtnl-less filters are
binding to the same action object.
Action binding happens when an action index is specified explicitly and
an action exists which such index exists. Example:

When no index is specified, as before, grab the mutex and allocate
in the idr the next available id. In this version, as opposed to before,
it's simplified to store the -EBUSY pointer instead of the previous
alloc + replace combination.
When an index is specified, rely on rcu to find if there's an object in
such index. If there's none, fallback to the above, serializing on the
mutex and reserving the specified id. If there's one, it can be an -EBUSY
pointer, in which case we just try again until it's an action, or an action.
Given the rcu guarantees, the action found could be dead and therefore
we need to bump the refcount if it's not 0, handling the case it's
in fact 0.
As bind and the action refcount are already atomics, these increments can
happen without the mutex protection while many tcf_idr_check_alloc race
to bind to the same action instance.
In case binding encounters a parallel delete or add, it will return
-EAGAIN in order to try again. Both filter and action apis already
have the retry machinery in-place. In case it's an unlocked filter it
retries under the rtnl lock.

it assigns NULLs to just created actions passing a non contiguous

Getting the following splat [1] with CONFIG_DEBUG_NET=y and this
reproducer [2]. Problem seems to be that classifiers clear 'struct
tcf_result::drop_reason', thereby triggering the warning in
__kfree_skb_reason() due to reason being 'SKB_NOT_DROPPED_YET' (0).
Fixed by disambiguating a legit error from a verdict with a bogus drop_reason
[1]

What happens is that inside most classifiers the tcf_result is copied over
from a filter template e.g. *res = f->res which then implicitly overrides
the prior SKB_DROP_REASON_TC_{INGRESS,EGRESS} default drop code which was
set via sch_handle_{ingress,egress}() for kfree_skb_reason().
Commit text above copied verbatim from Daniel. The general idea of the patch
is not very different from what Ido originally posted but instead done at the
cls_api codepath.

strlcpy() reads the entire source buffer first.
This read may exceed the destination size limit.
This is both inefficient and can lead to linear read
overflows if a source string is not NUL-terminated [1].
In an effort to remove strlcpy() completely [2], replace
strlcpy() here with strscpy().
Direct replacement is safe here since return value of -errno
is used to check for truncation instead of sizeof(dest).

In my previous commit 0349b8779cc9 ("sched: add new attr TCA_EXT_WARN_MSG
to report tc extact message") I didn't notice the tc action use different
enum with filter. So we can't use TCA_EXT_WARN_MSG directly for tc action.
Let's add a TCA_ROOT_EXT_WARN_MSG for tc action specifically and put this
param before going to the TCA_ACT_TAB nest.

This is not a correct fix as TCA_EXT_WARN_MSG is not a hierarchy to
TCA_ACT_TAB. I didn't notice the TC actions use different enum when adding
TCA_EXT_WARN_MSG. To fix the difference I will add a new WARN enum in
TCA_ROOT_MAX as Jamal suggested.

For drivers to support partial offload of a filter's action list,
add support for action miss to specify an action instance to
continue from in sw.
CT action in particular can't be fully offloaded, as new connections
need to be handled in software. This imposes other limitations on
the actions that can be offloaded together with the CT action, such
as packet modifications.
Assign each action on a filter's action list a unique miss_cookie
which drivers can then use to fill action_miss part of the tc skb
extension. On getting back this miss_cookie, find the action
instance with relevant cookie and continue classifying from there.

struct tc_action->act_cookie is a user defined cookie,
and the related struct flow_action_entry->act_cookie is
used as an handle similar to struct flow_cls_offload->cookie.
Rename tc_action->act_cookie to user_cookie, and
flow_action_entry->act_cookie to cookie so their names
would better fit their usage.

There are currently two mechanisms for populating hardware stats:
1. Using flow_offload api to query the flow's statistics.
The api assumes that the same stats values apply to all
the flow's actions.
This assumption breaks when action drops or jumps over following
actions.
2. Using hw_action api to query specific action stats via a driver
callback method. This api assures the correct action stats for
the offloaded action, however, it does not apply to the rest of the
actions in the flow's actions array.
Extend the flow_offload stats callback to indicate that a per action
stats update is required.
Use the existing flow_offload_action api to query the action's hw stats.
In addition, currently the tc action stats utility only updates hw actions.
Reuse the existing action stats cb infrastructure to query any action
stats.

Currently a hardware action is uniquely identified by the <id, hw_index>
tuple. However, the id is set by the flow_act_setup callback and tc core
cannot enforce this, and it is possible that a future change could break
this. In addition, <id, hw_index> are not unique across network namespaces.
Uniquely identify the action by setting an action cookie by the tc core.
Use the unique action cookie to query the action's hardware stats.

Currently the hw action stats update is called from tcf_exts_hw_stats_update,
when a tc filter is dumped, and from tcf_action_copy_stats, when a hw
action is dumped.
However, the tcf_action_copy_stats is also called from tcf_action_dump.
As such, the hw action stats update cb is called 3 times for every
tc flower filter dump.
Move the tc action hw stats update from tcf_action_copy_stats to
tcf_dump_walker to update the hw action stats when tc action is dumped.

We will report extack message if there is an error via netlink_ack(). But
if the rule is not to be exclusively executed by the hardware, extack is not
passed along and offloading failures don't get logged.
In commit 81c7288b170a ("sched: cls: enable verbose logging") Marcelo
made cls could log verbose info for offloading failures, which helps
improving Open vSwitch debuggability when using flower offloading.
It would also be helpful if userspace monitor tools, like "tc monitor",
could log this kind of message, as it doesn't require vswitchd log level
adjusment. Let's add a new tc attributes to report the extack message so
the monitor program could receive the failures. e.g.

Warning: mlx5_core: matching on ct_state +new isn't supported.
In this patch I only report the extack message on add/del operations.
It doesn't look like we need to report the extack message on get/dump
operations.
Note this message not only reporte to multicast groups, it could also
be reported unicast, which may affect the current usersapce tool's behaivor.
